Khunan Jargalsaikhan
Commissioner, the National Human Rights Commission of Mongolia
Mr. Khunan Jargalsaikhan, was appointed as Commissioner of the National Human Rights Commission of Mongolia (NHRCM) on the 11th of November, 2020 and chaired the Commission until 2023.
He is a former Deputy chair of the Governance Committee of APF /2022-2024/, ExCo member of LAWASIA /2020-2021/, served as Board member /2019-2022/ and President /2017-2019/ of the Mongolian Bar Association (MBA).
Mr. Khunan Jargalsaikhan specializes in human rights and judiciary, and began his career at Judicial Reform Project in 2002 before joining the Ministry of Justice and Home Affairs of Mongolia in 2005. In 2007, he was appointed as the National Project Manager of UNDP Access to Justice and Human Rights project after which he was also appointed as the National Project Manager of UNDP Overcoming Poverty through Legal Empowerment project in 2011 and served until the completion of the project in 2013. Later Mr. Khunan Jargalsaikhan worked as partner at “Partners Forever” law firm and the National Consultant of Legal Empowerment Project at the Open Society Forum until 2017.
He has conducted and led numerous research works including research on judicial independence, appointment of judges, application of international human rights treaties at courts, access to justice, mechanism of legal aid delivery, legal empowerment and others. Under his leadership national free legal aid mechanism was established /LAC/ as well as the “Lawyers Pro bono day” event, which is 1st of May.
Mr. Khunan Jargalsaikhan holds an L.L.M degree from Eotvos Lorand University of Science, Faculty of State and Law, Hungary.
