Miriam Chinnappa

Executive Director and Co-founder of the Centre for Law and Transformative Change (CLTC)

Miriam Chinnappa is the Executive Director and Co-founder of the Centre for Law and Transformative Change (CLTC), a non-profit organisation registered in Brussels and the United Kingdom, and the Director of Partners for Law and Sustainable Development (PLSD), an international development advisory firm specialising in legal and justice reform, as well as organisational and governance capacity building.

With more than 26 years of experience spanning Asia, Africa, and Europe, Miriam has provided strategic, executive-level leadership in advancing the rule of law, strengthening justice systems, and guiding institutional transformation. She has designed, led, and managed large-scale justice programmes, advising governments, investors, judicial institutions, and civil society organisations on building systems that are both effective and equitable.

Miriam is deeply committed to ensuring fair trials are not viewed as aspirational ideals, but as instinctive, non-negotiable pillars embedded in the very fabric of justice institutions. Through CLTC, she has been supporting key initiatives in Asia to advance this vision where fair trial rights are not the exception, but the norm, the movement, and the minimum.
