What We Have Done<\/strong><\/h1>\n

Since its inception in 2012 in Lao PDR, the Asia Pro Bono Conference & Access to Justice Exchange has been an annual celebration, highlighting the significance of pro bono legal work and legal ethics. The event serves as a platform for discussions on ways to expand the reach of the pro bono ethos in Asia and globally.<\/p>\n

The APBC & A2JX\u2019s simple and powerful purpose is to promote and further a shared pro bono and access to justice ethos in and beyond Asia. Accordingly, this annual event provides a key opportunity for a diverse array of stakeholders–lawyers, paralegals, academics, law students, jurists, members of civil society, governmental policy makers, and representatives of non-profit organization and for-profit businesses alike–to develop, explore and share pro bono initiatives and projects that strengthen access to justice both in Asia and in other regions of the world.<\/p>\n

The philosophy of the APBC & A2JX is unique in that it aims not only to support the annual APBC & A2JX itself, but rather the ever-strengthening Asia and Global Pro Bono and Access to Justice more broadly, beginning with the selection of a different country and local partners to host the APBC & A2JX events each year. More than a mere series of informational talks, the APBC & A2JX is designed primarily as an opportunity for cross-stakeholder engagement, enabling participants to share experiences and to report on longstanding pro bono initiatives as well as on those initiatives that have developed since the previous annual conference. In this way, the APBC & A2JX speaks of both the challenges and successes of the past as well as of the vast potential of new strategies and collaboration to drive the future development of pro bono legal and access to justice culture across Asia, and globally.<\/p>\n

The APBC & A2JX features a diverse program, including presentations, panel discussions, question-and-answer sessions, and interactive workshops led by experienced international lawyers and law professors. These sessions address the challenges and successes of pro bono work in the participants’ respective countries.<\/p>\n

To date, the Conference & Exchange has been hosted in Vientiane, Laos (2012); HCMC, Vietnam (2013); Singapore (2014); Mandalay, Myanmar (2015); Bali, Indonesia (2016); Kuala Lumpur, Malaysia (2017); Hong Kong, China (2018); Kathmandu, Nepal (2019); held virtually (2020 – 2022); Cebu, the Philippines (2023), and in Ulaanbaatar, Mongolia (2025).<\/p>\n

13th ASIA PRO BONO CONFERENCE & ACCESS TO JUSTICE EXCHANGE, MONGOLIA 2025<\/strong><\/h3>\n
Diversified, Personalized and Institutionalized Pro Bono<\/span><\/h6>\n

In 2025, the Aisa Pro Bono Conference and Access to Justice Exchange (APBC&A2JX) marked its 13th edition, which was held in Ulaanbaatar, Mongolia, from October 1 to October 6. The convening, co-organized by a consortium of justice organizations, the Mongolian Bar Association, and the Governor’s Office of the Capital City of Ulaanbaatar, brought together over 300 participants from 27 countries and territories, including lawyers, paralegals, academics, law students, jurists, members of civil society, governmental policy makers, members of bar associations, and representatives of nonprofits and for-profits.<\/p>\n

Under the theme of Diversified, Personalized and Institutionalized Pro Bono<\/em>, this year\u2019s conference looked at multilayered mechanisms for responding to varied justice needs of marginalized and vulnerable communities. Legal service providers shared successful stories, challenges, and lessons learned, as well as disciplined frameworks, strategies, practical examples of using pro bono work as connectors to help close access-to-justice gaps and advance the rule of law through NGO-led community outreach programs, individual efforts, the work of justice organizations and bar associations, NGO-law firm collaborations, government schemes, and clinical legal education.<\/p>\n

The Evolution of Empowering Pro Bono and Access to Justice<\/span><\/h6>\n

The 12th Asia Pro Bono Conference (\u201c12APBC\u201d), held from 1-3 December 2023 in Cebu City, the Philippines, featured the theme “The Evolution of Empowering Pro Bono and Access to Justice.” The conference showcased a diverse range of sessions and presentations led by experienced local, regional, and international participants. This theme underscored the transformative journey of pro bono initiatives and access to justice, reflecting the continuous evolution of strategies to empower communities.<\/p>\n

The Access to Justice Exchange (\u201cA2JX\u201d), occurring from 27-30 November and 4-7 December 2023 through workshops, forums, and roundtables, provided conference participants with opportunities to engage in Access to Justice and Rule of Law-related sessions, workshops, meetings, and other events.<\/p>\n

The theme, “The Evolution of Empowering Pro Bono and Access to Justice,” serves as a lasting reminder of the conference’s focus on progress, adaptability, and the collective pursuit of empowerment in the legal and justice sectors.<\/p>\n

Institutionalizing Pro Bono and Access to Justice Systems<\/em><\/h6>\n

The 11th Asia Pro Bono Virtual Conference (11APBVC) was held virtually between 16-18 September 2022. The theme of the Conference was \u201cInstitutionalizing Pro Bono and Access to Justice Systems\u201d. It was an inspiring exhibition of a strong commitment to institutionalize pro bono and access to justice systems in the region and internationally. The Conference was co-organized by BABSEACLE, assisting in a secretariat role, along with an international consortium comprised of law firms, law societies, legal education institutions, access to justice-related organizations and others. The Conference represented a global collaboration of pro bono champions; we had over 139 presenters who contributed to the exciting and dynamic conference program and over 60 organizations that supported and helped make this genuinely incredible event possible. The participants participated in the Conference to continue and propel the momentum of the Asia Pro Bono Movement and to recognize the successes and connections established by the previous ten conferences<\/p>\n

\u00a0Celebrating<\/span>\u00a0<\/span>a\u00a0<\/span>Decade<\/span>\u00a0<\/span>of Collaboratively Strengthening Justice & Rule of Law<\/em><\/h6>\n

The participants came together from throughout Asia and the globe, to help ensure greater access to justice and strengthen and expand pro bono initiatives.\u00a0When we factor in ALL of the APBVC&A2JX we had close to 700 participants and\u00a0volunteers, from more than\u00a040\u00a0countries, and 33\u00a0sessions. While the core language of the Conference\/Exchange was English, most of the sessions had a simultaneous interpretation of up to 7 different languages, allowing an at-scale greater participation of participants without language being a barrier.<\/p>\n

With the live streaming of sessions globally, the event, to date has reached more than 405,000 persons.\u00a0 This is simply incredible.\u00a0 The theme of the Conference was\u00a0Celebrating<\/span>\u00a0<\/span>a\u00a0<\/span>Decade<\/span>\u00a0<\/span>of Collaboratively Strengthening Justice & Rule of Law\u00a0<\/em>and these numbers are some of the clearest examples of what positive things can happen in a\u00a0Decade<\/span>\u00a0<\/span>of Collaboration.\u00a0<\/em><\/p>\n

The 9th Asia Pro Bono Virtual Conference & Access to Justice Exchange was held online. There were 990 registrants from 41 countries across the world attended the sessions through 24-28 September 2020. It was also live streamed on Facebook page and reached 212,859 audiences. There were 45 sessions and presented by 173 presenters from numerous countries.<\/em><\/p>\n

The 8th Asia Pro Bono Conference & Access to Justice Exchange was held for the first time in South Asia, in Kathmandu Nepal between 13 – 15 September 2019. It was also the formalization of the Access to Justice Exchange where several pre & post-conference access to justice events were held (10-12 & 16-19 Sep 2019). This was the largest gathering of legal service providers working to support pro bono and access to justice initiatives with more than 610 people from 26 countries.<\/em><\/p>\n

The 7th Asia Pro Bono Conference & Access to Justice Exchange was held for the first time in East Asia in Hong Kong China, between 25 – 27 October 2018.\u00a0 Over 400 people attended from over 30 countries and territories, participating in almost 30 sessions and events over three full days. The feedback received so far tells\u00a0it was a\u00a0great success and an achievement for Hong Kong as it was the first time the city has hosted such an event.\u00a0<\/em><\/p>\n

Delegates\u00a0from across the legal community including lawyers, legal educators, students, judges, government officials, and civil society professionals. The theme of the Conference and forum was \u201cPro Bono and Ethics Build a Noble Legal Profession.\u201d It was an inspiring exhibition of a strong commitment to pro bono, legal ethics and justice education in the region and internationally.

The 2nd Asia Pro Bono Conference was held in Ho Chi Minh City, Vietnam on the 11-12 of October 2013; bringing together over 200 delegates from 19 countries.\u00a0Delegates\u00a0gathered to share their experiences on\u00a0Pro Bono Initiatives to Strength Access to Justice\u00a0and\u00a0extolled the virtues of pro bono work and looked to the future of pro bono lawyering. The conference and workshop, and delegates were supported by the enthusiastic participation of law students from Cambodia, Singapore, and Vietnam.

The 1st Asia Pro Bono Conference was held in Vientiane, Lao PDR on the 28-29 September 2012; bringing together over 150 delegates from 20 countries.\u00a0The inaugural Conference\/Workshop comprising lawyers, civil society organisation<\/g> representatives, academics, students, bar association representatives and<\/g> government officials \u2014 gathered together for the first time in Vientiane, Laos, to share their experiences and visions.

Beginning in 2012 in Laos \u00a0PDR, the Asia Pro Bono Conference held each year celebrates and emphasizes pro bono legal work and legal ethics, discussing ways to further the outreach of the pro bono ethos in Asia and around the globe.<\/span><\/p>

The three day Conference\u00a0includes presentations, panel discussions, question and answer sessions, and interactive workshops led by experienced international lawyers and law professors. The sessions speak of the challenges and successes of pro bono work in the lawyers\u2019 respective countries.<\/p>

Each Conference offers simultaneous translation throughout to accommodate many of the different languages represented in the Conference & workshop rooms.<\/p>

To date, the Conference has been held in Vientiane, Laos (2012); HCMC, Vietnam (2013); Singapore (2014); Mandalay, Myanmar (2015); Bali, Indonesia (2016); Kuala Lumpur, Malaysia (2017) and Hong Kong, China, is the latest city to host the Conference in 2018. This also marks the first time that the Conference has been held in North Asia.<\/p>

\"Malathi<\/a>\u201cI was extremely humbled by the work\u00a0<\/em>BABSEACLE<\/span><\/em><\/a>\u00a0does and how much it has achieved with so little. It reminded me that when you have people together who believe in something very strongly \u2013 no matter how little they have, no matter how difficult the task ahead \u2013 good things happen. Strengthening the Pro Bono Culture: Unity and Diversity<\/strong><\/p>

The 6th Asia Pro Bono Conference was a 3 day event held in Kuala Lumpur Malaysia between 30 September through 2 October 2017. This was the largest convening with over 500 people from 30+ countries coming together over the 3 days. The Conference received Continuing Professional Development Accreditation by the Malaysian Bar.<\/p>

The Impact of Pro Bono on Transformational Change: Working to Achieve the Sustainable Development Goals<\/strong><\/p>

The 5th Asia Pro Bono Conference was held in Sanur, Bali from the 29th of August to the 2nd of September, 2016. The conference hosted over 320 delegates from 30 countries across the legal community including lawyers, legal educators, students, judges, government officials and civil society professionals. The theme of the conference and forum was \"The Impact of Pro Bono on Transformational Change: Working to Achieve the Sustainable Development Goals\u201d.<\/p>
